You have to cheat using a AR or Gameshark. Here's a AR code that works just to help

You have to use a AR(action replay) or a (gameshark)

Or you could trade with someone who has a Deoxys.

To get Deoxy's, you need to attend a Nintendo Event or use a cheat device.
