Question for Pokemon Ruby

Is there a way to get:

1. An Eon Ticket
2. Deoxys
3. Jirachi
Without special stuff?

Also, I've heard of break stat points, and I understand what they are, but is there a way to check what they are?
(Just wonderin...)

I don't know about Deoxys but if yohave a GBA E-Reader get a Pokemon pack or if you have ordered a magazine from a nintendo magazine issue from a while ago it should have an EON Ticket e-reader card in it get another gba and link it up with the e-reader in one and a Pokemon Ruby or Sapphire then scan the card in the e-reader send it to the pokemon game and then go to petalburg city and either look in the gym or center. (By the way, I think you need to have saved in the petalburg pokemon center too.)
