Go to Slateport and get one piece of Harbor Mail then go back to Mauville and talk to the lady that's in her house wishing she had a bike so she could go to Mauville then she'll ask if you want to trade the harbor mail for a coin case press YES.

You get the Coin Case you need to trade a Harbor Mail with the old woman in the first house on the bottom in Mauville. Harbor Mail are at the Poke Mart in Slateport.

You can do the trick house twice.
In the second time you will find the harbor mail then finish trick house and trade with the woman.

There is a house just beside to the Pokemon mart. She will trade you the coin case for a harbor mail. If you don't have harbor mail then you can use the cheat for harbor mail- 82005274 007A.
Just activate this cheat and go to the Pokemon mart and you will get the harbor mail.
Or you can directly use the coin case cheat- 82005274 0104 and go to Pokemon maRte and buy it.
