Sorry, but I don't think you can too easily. Unless you can manage to make a duplicate of a Pokemon holding it, but it's tough to do, and you need to use a link cable (not the wireless!!) and be really on the mark-it takes practice!(And another GBA and Pokemon game, too!)
Another way would be to get an Action Replay and get a whole bunch of them, then you'll be straight!
Or, you could get one from another version(FR/LG or S/E or Colloseum/XD) and trade it over to Ruby. Or trade it to another game and restart your Ruby and then put it back into Ruby.
That's all the ways I can think of, but you might be able to get another in Emerald in the Battle Frontier, I'm not positive though...I'm at work so cannot I check for sure.

Use an Action Replay to copy it a lot.
