How do you get the Blue Pokemon on the front of Sapphire the game on Ruby, I've looked everywhere?

Kyogre? If this is the Pokemon you're speaking of, you can't catch Kyogre in Ruby. You have to transfer it over from a Sapphire game.

Or, and I highly DO NOT reccomend this, you could use an Action Replay or Gameshark.

You can only get that in Sapphire Version. It is in the same place as Groudon.

You can't. Trade with someone who has Sapphire version.

P.S. If you wan't more advice and cheats and hints and questions to answer, go to the Sapphire Cheats on Super Cheats.You might find something.
