First, you'll need to access Southern Island. This can be done by linking a Game Boy Advance with a loaded E-Reader to a Pokémon Sapphire or Ruby Cartryidge set to Mystery Events. When the process is complete, talk to Norman in the Petalburg Gym; he will give you the Eon Ticket. Present the Eon Ticket to the ferry manager at Lilycove, and you will take the S.S. Tidal to Southern Island.

Soul Dew is attached to the Latias and Latias you find there. It upgrades their Special Attack and Defense.
