You can catch feebas on a few tiles on rote 119 you have to fish for him, the tiles he appers on depends on the trendy phrase you chose in dewford town
The 70th trainer can onli be found if you have an e-reader

1. Feebas appears in 6 tiles along Route 119. Where it appears changes when you change the trendy phrase in Dewford Town.
2. With the E-Card that came with your game. You'll need an E-Reader though.
