Question for Pokemon Ruby

Where do you get the pokeblock case? I have 7 badges and I can't get into the safari zone to add to my pokedex. Also is there a way to catch latios,latias and rayquaza without using a master ball?

There's a little girl in the Slateport Contest Hall. She gives it to you.
Use a Pok�mon that knows Mean Look and it won't let Latios escape. Then weaken him and capture him with an Ultra Ball. You can only get Latias through a trade or cheat device. To catch Rayquaza, make the battle last a long time. Don't forget to weaken him. Then throw a Timer Ball.

For the pokeblock case, go to slateport and in the contest hall a little girl will give you it.

For Rayquaza etc, make the battle last ages and then just use a timer ball.

yes go slate go contest little girl in dere gives it and i dont know about raquzi wateva but ive caught shapedo and if anybody wants to know ill tell them.

To get the PokeBlock case, speak to a small girl in the Contest Hall in Slateport City. She will give it to you.

How to catch Latios/Latias, you will need to trap the Pokemon. You can catch it with an Ultra ball by weakening it and putting it to sleep.

Rayquaza can be caught the same way, but Rayquaza don't run away like the legendary birds do. But they are very possible to catch without a Master ball.
