Hey!
In order to find Surf, you must defeat Norman. Then go to Wally House. Talk to his father and get surf.
Hope that helps

To get Surf you have to beat the gym leader Norman in Petalburg (your dad), then go talk to Wally's parents. They will give you Surf.
They are in the house next to the gym.

After beating your dad, Norman, go next door to wallace's house and talk to his father. He will give you surf.
