Question for Pokemon Ruby

Hi
I can't find feebas I have tried and tried can somebody please help me!! and I got one more question too...

I got to the last elite four the capt. guy but I can't beat him, all my moves are 0 so can sombody help me this is my party....

Groudon lvl 56 moves Thunder-Brick Break-EarthQuake and Fire Blast
Sceptile lvl 53 moves cut-flash-absorb leaf blade

Mightyena lvl 46 moves tackle-strength-bite-secretpower
aggron lvl 43 moves hyper beam-fireblast-iron tail- proctect

Sharpedo lvl 42 moves Waterfall-crunch-surf-dive

Hariyama lvl 42 moves whirlwing-knock off -smelling salt- rock smash

So if anyone can help me please help.

p.s. I no game sharks etc...

Hey!
Feebas is near the city with the tree houses. I can't remenber the name.

2. Ok, just teach Sharpedo Blizzard. That should help because Dragon Pokemon are weak against Ice pokemon.

Hey! A great way to up your missing pp is to plant and make lots and lots of leppa berries it heals pp of 1 move by 10. and dragons are weak against other dragons and ice.
