How do people catch Pokemon at like the end of the game(eg. Spheal at mossdeep on level 20) and train it to be like level 60 before the league!

I'd suggest you would interviewers again and again.they switch places everytime you win a battle against them.trust me.my Pokemon haven't deafeted the elite four(beause I haven't tried :P)but at a very nice level (to me).

Ps:their at the top of mauville(at first).right of mauville(second)and route 120(last)
Ps2:After route 120,go back 2 the first place.they'll be there.

It depends what you mean. If you mean location, it depends on the Pokémon. If you mean literally how to catch them, weaken them and use an Ultra Ball so you have a better chance of catching them.

I'm not getting what your saying but I might be able to help, Catch Pokemon at the end of the game simply just walk around in a cave or grass a Pokemon will pop out and battle you, if you have a pok'e ball then that or an ultraball would do.
