Gym 1: Level 9-15
Gym 2: Level 18-20
Gym 3: Level 24-27
Gym 4: Level 32-36
Gym 5: Level 34-37
Gym 6: Level 42-46
Gym 6: Level 49 -51
Gym 7: Level 53-55
Gym 8: Level 55-60

For the Elite Four id say you should have at least level 70-85

The easiest thing to do is to have a level 15 for the first gym, then go up in 5's. E.g. 20,25,30 etc.

Gym 1: Level 15
Gym 2: Level 26
Gym 3: Level 31
Gym 4: Level 39
Gym 5: Level 42
Gym 6: Level 43-52
Gym 7: Level 57
Gym 8: Level 60 - 75
