Question for Pokemon Ruby

This question's similar to another one on SuperCheats... How do you change the trendy saying in Dewford? Every time I talk to the person outside Dewford Hall he asks you if you think good kindergarten (at the moment on my game it does) is cool. If you say no he asks you what is cool. Then he says something like "Hmm... Natural Flowers, huh? But personally I think Good Kindergarten is what's really in cool." Please can anyone tell if you can change it to make him say that Natural Flowers is cool so then I can get Feebas. If so can you tell me how to change it in a step by step method.

It doesn't have to say Natural Flowers to catch Feebas from what I've read. That just changes the position of the random tiles.

What you need to do is surf around a lot along route...130 I think it is... the area near the Weather Institute.
