Surf and dive outside Sootopolis and go in the grass on the bottom and swim for a while and eventually you will find a Relicanth but their rare
Just go outside of sootopolis and get a Pokemon that knows sweet scent(i know how can it work underwater... Who knows...)

You don't need a code. It's located in Routes 124-126 on the ocean floor.
