Get them from an AR GS or Codebreaker (not sure where you buy one).

Jirachi- Trade from Pokemon channel once completed.
Deoxys- You have to use AR sorry.

Jirachi- Either import it from Pokemon Channel once completed, or get it off the Pokemon Colloseum Bonus Disk.

Deoxys- It can only be obtained in Pokemon Ruby by cheat cartridge, but if you have Pokemon Firered, Leafgreen or Emerald, and you have the Aurora Ticket obtained from a Nintendo event, then you can go to Birth Island and catch a level 30 Deoxys without cheating.
