1.Relicanth is a fish Pokemon you find him underwater mostly outside sootopolis he is extreamley rare he is used to awaken the Regis (regirock registeel and regice).
2.No you do not need a master ball to catch latios with or latias but it will make searching a lot easier.

You can use a Masterball, or use a Pokemon that knows Mean Look or Block.
Relicanth is an old looking, fish that is found near sootopolis. Dive into the place in the water in sootopolis city and search in the grass. It will take a while because he is semi-rare.
Relicanth is a rare ancient fish you can find underwater in most places. You don't need a masterball, but it is best.
It's in underwater on route 124 to, I think, 126. It's a pokemon. I think it's only possible to catch legendary Pokemon with masterballs so... yeah.
Relicanth are found at the bottom of the ocean, dive to find them and an easy way to catch Latias or Latios is to train up the wynaut you get from the egg off of the old lady in Laveridge and use it against them because it's Ability Shadow Tag prevents then from fleeing
