You can find the coin case in Mauville City.
But buy a Harbor Mail first! You can buy it in Slateport City
At the house beside the first schoolboy that you see coming into Mauville City from Route 110. The lady wants a Harbor Mail (which can be purchased from the Slateport City Pok� Mart) for the Coin Case.
She's in the house nextdoor to the boy. She wants harbour mail or something. Go get it and bring it back to her and she'll give you it.
It's the lady who wants the Harbor Mail. Buy one and give it to her.
