In Ruby, no. Your game must have been reinforced from cheating, or it may be a manufacturing defect. I suggest contacting Nintendo at the number on the booklet to the game (in the USA the number is 1-800-255-3700) or visiting their site.

Houndoom is not in this game, it's not programmed to appear in the wild. If you used a cheat device, that's a different story.

1st of all, houndoom isn't in your Dex. And 2nd, it's a 2nd evolved Pokemon, he can only be evolved, not caught. Probably from cheating or improper programming.
