Steven gives you the HM Dive at his house on Mossdeep after you beat the 7th gym leaders, (the twins.)

After you beat the Mossdeep gym go into all the houses and talk to everyone. Someone will give it to you.

Talk to Steven at his house in Mossdeep City. You must defeat Tate & Liza to use it.
