Defeat Wattson at the Mauville Gym, obtain Rock Smash from the owner of the house directly below the Pok�mon Centre, and go to the Rusturf Tunnel and remove the rocks separating Wanda and her boyfriend.

Once you get the TM Rock Smash, Go back to the Rusturf Tunnel, the one between Vandaturf and Rustboro, Use Rock Smash on the rock by the Blackbelt, and he will say thank you and give you Strength.
