You just trade any unfamiliar Pokemon to Pokemon Ruby... You don't have to acquire the National Pokedex.

To get the national dex all you have to do is trade with Fire Red or Leaf Green for a Pokemon that doesn't appear in whatever game you are playing.

Simply import a Pok�mon from Fire Red, Leaf Green, or Emerald.
