Game corner for 4,000 coins. That should help.

Firstly, TM22 isn't Flamethrower, TM35 is. Secondly, you have to get 4000 coins at the game corner then trade them in for Flamethrower.

TM 22 is solerbeam but TM 35 is flamethrower and you can get it from the casino in Mauville for 4,000 coins

I will try and give a detailed answer. You have to go to Slateport to get the harbour mail in the mart, then you go back to Marville and exchange the mail for a coin case. (The house is right next to the game corner.) you have to win or buy 4000 coins I think and exchange it for TM 22.
