I have every pokemon but 2. I know how to get them but its hard so here goes!

Loudred: Evolve Whismur or find it at lv. 40 in Victory road.

Exploud: Evolve Loudred at lv. 40.

Seaking: Evolve Goldeen or fish for it in the sarari zone where you use the mach bike.

Nosepass: Smash rocks in Granite cave.

Skitty: Catch near Rusturf Tunnel.

Delcatty: Evolve Skitty with moon stone.

Crobat: Evolve Golbat while its your friend.

Sablyeye: Catch it in Cave of Origin.

Lairon: Evolve Aron or Catch it at lv. 40 in Victory road.

Aggron: Evolve Lairon at lv. 42.

Machop: Catch it in Fiery Path.

Machoke: Evolve Machop near lv. 20.

Machamp: Trade machoke and then back. (If you didnt know that than i don't think you ever played red blue yellow gold silver or crystal versions)

Medicham: Catch at lv. 44 or evolve a Meditite.

Manectric: Evolve Electrike or catch it on the way to Fortree city.

Plusle: Catch it on your way to Mauville.

Magneton: Evolve Magnemite.

Votorb: Catch in New Mauville.

Electrode: Catch in Magma base or evolve Voltorb.

Volbeat: Catch it on your way to Verdanturf town.

Dodrio: Evolve Doduo or catch it any where in Safari Zone that you can find Doduo.

Slugma: Find it in Fiery path. (Its very rare)

Torkoal: Find it in Fiery Path.

Muk: Evolve Grimer. ( You should have played the old games and you'd know how to get all these evolved pokemon from pevious games)

Weezing: Evolve Koffing.

Sandslash: Evolve Sandshrew.

Seviper: Trade it from Sapphire version.

Lunatone: Trade it from Sapphire version.

Whiscash: Evolve a barboach or fish in Meteor falls.

Baltoy: Catch it in the Desert.

Armaldo: Evolve Anorith at lv. 40.

Lileep: You should've chosen the root fossil. Your only hope now is to get someone to trade it to you.

Wigglytuff: Evolve a Jigglypuff with moon stone.

Milotic: Max out Feebas's beauty And train it 1 lv.

Staryu: Fish at Lilycove City woth super rod and evolve it with water stone to get Starmie.

Banette:Evolve Shuppet or catch it at sky pillar.

Vulpix: Catch it on Mt. Pyre.

Pichu: Breed 2 Pikachus that you find at the Safari Zone.

Raichu: Evolve Pikachu with thunder stone.

Phanpy: Catch it at the Safari Zone where you use Acro bike to get there.

Glalie: Evolve a Snorunt at lv. 42.

Sorry but i don't know what those numbers are so please post the names of the pokemon that you have numbers for.(I always thought you were a master but now i cna't look up to you anymore...)

Nosepass(been looking for hours)- in granite cave(rock smash)
Skitty(same thing)- route 116 or trade pikachu in fortree
Delcatty(know how)- moonstone
Crobat- this cheat worked for me and i got it from this website... ok get 2 lvl 7 zubats(male and female), take them to the daycare center, wait a few minutes then come back and get an egg from the dude, ride your bike until the egg hatches, put EXP.

Share on the hatched zubat, go to the elite four and make other stronger pokemon beat the hell outa theirs, it should evolve into crobat anywhere from lvl 27-36. thats all

Machoke- evolves at lvl 28

No.133- (lileep) you need to get the root fossil if u didnt then find a friend or someone who did

Miloyic(cant evolve Feebas dont know how)- IT DOES EVOLVE FROM PHEEBAS!!! and this is how u do it(people ask me ALL THE FREAKIN TIME) ok get some beauty pokeblocks, feed them to pheebas until it wont take anymore, then raise it ONE more lvl and U HAVE A MILOTIC
Staryu and evolution- fish for it at lillycove, and you need a water stone to evolve it into starme
Banette- im not sure about when it evolves but you can catch it in saphire at sky pillar.

No. 150- (tropius) catch it on route 119
Vulpix- catch it outside on mt. pyre
Pichu- get TWO pikachus and take them to the daycare center then come back and u have a pichu egg
Pikachu- safari zone
Riachu- (thunderstone)
Phanpy- safari zone
No. 166 & 167- ok these are pretty rare safari zone pokemon #167: pinsir(thats an easy pokemon to find there actually) but #166 is donphan and it evovles from phanpy at lvl 32 i think
No. 171- (snorunt) this one is kinda hard to get.

FIRST wait till 6 in the evening and after, THEN go to shoal cave and go as deep in there until you get to some ice stuff that u can slide on(snorunts are extremely cmmon in there
Glalie- evolves from snorunt at lvl 42
No. 180- (corsola) they are found on route 128(you must fish) or if you want to trade then go to mossdeep at the space station and a guy will give you a sunstone, evolve gloom into bellosom then go to pacifidlog and trade bellosom for a corsola

I can only help you with these not the other thing u asked for.

Those are completely accurate because I have just used up my gba sp battery trying to do this for you.

Pokemon no.133 is lileep the other fossil that went down, so to get that you need to trade with a mate.

You can get Phanpy in the safari zone. quite tricky. no.167 is pinsir, hes in the safari zone too.

Firly easy beacuse I' got 7!

Pkachu is in safiri aswell. no.150 is tropius he/she can be found south of the weather centre I think.

To evolve feebas give it loads of indigo/liteblue pokeblocks until beauty is maxxed then raise it a level and youve got milotic.

I think armaldo evolves from anorith im not sure what level. Sevipers only in sapphire. baltoys in the sandstormy place. lunatone is sapphire.

Torkoal is in fiery path. camerupt evolve numel whos in fiery path. lairon evolves from aron who is in dewford town.

Then aggron from lairon. elelctrodes in new mauville. no.104 is magcargo he evolves from slugma. sableye is sapphire.

Crobat evolves from golbat. manectric evolves from electrike who is under the cycling road.

Seaking evolves from golden or in the lake of safari.

Most of the Pokemon you listed are exclusive and can't be found in ruby.
And some Pokemon you have listed are evolutions. You can't catch them, you must train and evolve them!
