You can get the Eon ticket through a cheat system. Using it will allow you to go to Southern island to catch Latias.

With the Eon Ticket, you go to Southern Island where you capture either Latios (Sapphire) or Latias (Ruby). You can only get it with an aAction Replay or Gameshark.

You get the Eon Ticket witha cheat device, you catch either latios or latias, depending on which one you can't catch w/o cheating or trading
