Ever Grande City can be found east of Route 128. Here is a Video Walkthrough on how to get to Ever Grande City.

You have to have the HM Waterfall. Once you proceed to scale the waterfall, I recommend you have a lot of hyper potions ready when you enter the cave and battle the trainers.
