You can't catch Kyogre in the Ruby version.

You have to import it from Sapphire.

You can not catch kyrouge in ruby I know it stinks but you can catch a groudon in the cave of orogin after you beat the twin gym leaders, for more info submit another question...!

You cannot catch Kygore in Pokemon Ruby, he is only available once in Sapphire. Groundon is only available once in Pokemon Ruby.
