Can you complete your pokedex without an ar or gameshark if so please tell me I need to know

You can as long as you have a GameCube, GameBoy Player, Pokemon Collessum, and Pokemon Ruby, Sapphire, FireRed, LeafGreen, or Emerald.

Well, I'd like to say yes, but no. You have to have an action replay code to get Deoxys & Jirachi unless you have FireRed/LeafGreen and know how to get Deoxys, & you have to have AR codes or Pokemon Collissium (spelling because I don't have the game) bonus disc. I'm sure that without using an AR code you can't get Mew or Celibi.

Yes you can! But without Deoxys or Jirichi.
I've got all the Pokemon exept Milotic. My friends got that so i'll get it off him.

Yup, I got all of it completed by buying Ruby,Saphire,Fire Red, Leaf Green,,Link cable and by beautiful SP.First start with R n' B. Get em all.Jirachi and Deoxys by the 5 star rocket thingy(look on user submitted cheats) and use the othrs.Mew and Celebi are the only ones that use AR.Fire red and leaf green are for the old, moldy, crapy pokemon

No as far as I know as becouse theres no other way to get Mew but suposivly theres a way to get celiby on Pokemon coliseum.

If you have Pokemon pikachu edition you can get the Mew by going up nugget bridge and press start while walking infront of the man to the right of the bridge and use teleport and Mew lv.4-7 should appear + pokeball = transfer over Mew and pokedex complete
