Where do you find the tm for hypnosis or any move that puts enemy Pokemon to sleep?

Relicanth learns yawn sometime after level 19 or 20 I believe. That puts the enemy to sleep. However, some kind of spore that can be learned by Oddish or any other grass Pokemon (or any Pokemon that can use it) puts your opponent to sleep. However, I do not know what the spore is called.

Only certain Pokemon can learn a movery to send people to sleep. The Pokemon are Gulpin(and evolution), Swablu, Altria, Milotic and Oddish (and evolution)
