Get the fist badge, get a grass type Pokemon and in the city with the first badge, there is a house near the entrance. Inside talk to the man and he'll say something about how he use to cut down trees then he'll give you the hm cut. Teach it to the grass Pokemon and then find small weak trees and you can use cut.
