You're a little vauge on this but I'll answer this. The regi's caves will open when you go to that diving spot on route 134, you know the one with all the currents. Go down the underwater path until you get to a rock where upon inspecting, braille is written. Surface from there and you are in the cave that unlocks the regis caves. First you have to use dig on the farthest wall towards the center, then you have to have a relicanth and a wailord in your party, one at the top and one last(sorry I forgot which one! Shouldn't set you back much). That unlocks the regi caves.

i cant open regirocks cave

AGAIN WITH THE VAGUENESS!!! Locations of the caves? Got'em. How to open the chambers? Check.
Loctions:
Regice: route 105
Regirock: route 111
Registeel: route 120
How to open the chambers:
Regice: do something for 2 minutes. The easiest thing to do is just stare at the braille
Regirock: from the braille go right twice then down twice them use strenth
Registeel:go to the center of the cave then use fly
