You simply cannot get into Kanto in Pokemon Ruby or Sapphire.

You can't get to Kanto or Johto.

Oh, God, are you still under the delusion that there's a link to Johto or Kanto?

I'll say this once, I won't say it again (and nobody else should): There is absolutely no way at all, not even with Gameshark or Action Replay, to get to Johto or Kanto.

(Can they get that to their heads these days?)
