Go to Slateport Contest Hall and talk to the little girl.
She will give you a Pokeblock Case.
Go to Slatport and to the contest hall, there will be a little girl in there.
Talk to her and she will say'' I have two, you can have one" and there you go.
Slateport City Contest House.
A girl will give you one.
She'll say "I have 2, so you can have one!"
