Question for Pokemon Ruby

There's something about Mew - and Deoxys too!

Hi there! I'm a newbie AR user; and I've got a quirky problem.
Everyone knows that if you AR Mew and Deoxys in FR/LG the "easy" way (ie, use the encounter codes) they won't listen to you EVER and cannot be traded out of the game. So - option 2 is to AR them in Ruby and/or Sapphire. Thanks to GuitarPlayerx930 for the codes! Now I have Mew and Deoxys and they both obey me without question. Cool.
The problem - these two pokemon cannot be traded into FR/LG or into Colosseum (but, strangely enough, they can be traded to other Ru/Sa games). From reading the Q & A, I know that I'm not the only one with this problem. So... WASSUP? Is there some sort of enabler missing here? And why only these two pokemon (why not Celebi, Lugia, and Ho-oh as well)? It's just plain crazy...
Anyway, I would really appreciate some input here - I'd like to see my beautiful Deoxys in blazing 3D with his awesome psychic powers! Sigh... Let me know.

I've heard that nintendo didn't want people cheating their way to get deoxys and jirachi so they put some sort of thing in the game to stop you from trading them if you used a cheat cartridge, also people can tell if you have used a cheat cartridge.

I have a Jirachi, So I want to see how to get it into the clossem as well. Maybe they made it so Action Replay pokemon can't enter the clossem. Then, theres the factor that you had to beat the game....
