Question for Pokemon Ruby

How do you get exp share? I used to have it but I started again now I don't know were it is.

You receive it from the president of Devon Corporation once you deliver the Devon Goods to Captain Stern. You can also get it from the Lilycove Lottery Corner if you match three ID digits.

If you give the letter to minister(Devon Corperation),
you talk again with him and he gives you the exp share.

You have to go back to Rustburo and talk to the President of the company in the town after you have deliveredd the letter to steven( I think its after that but Im not sure, I definately know you get it from the President)
