To get to Dewford town, you will need the help of Mr.Briney, a sailor who lives in the Route 104 Cottage.
After saving his Wingull nicknamed Peeko from Team Magma in Rusturf Tunnel, he will gladly help you get to the island via his ship.
Just return to his house on Route 104 and talk to him. He will ask you if you want to set sail.
