I have heard that you can get 24 badges in this game is it true? I have got the 8 now but I have not found a way to get to Johto or any other place.

You are a little confused you can't go to Jhoto or Kanto there are only 8 badges sorry to disappoint you.
Certainly you are wacky!
You can't get to Tohto or Kanto in Ruby!
It is simple you can not in this game but in Emerald version you can get more then 8 badges but not Ruby or Sapphire.
Thats is because you can only get 8 badges.
You get 16 in Gold/Silver/Crystal, or in FR/LG you can get 24.
You can't the most badges you can get in one game is 8.
