How do you get HM dive and how do you get the lengendary pokemon on the cover and what level is he?

You get dive after you beat the seventh gym in Stevens house the top left house and once you find team Magma and Maxie awakens groudon then you go to Sootopolis and enter the cave of origin and find Groudon he is lv45.
Steven gives you dive in his house on Mossdeep city.
In Ruby: You get Groudon in Sootopolis' Cave of Origin.
In Sappire: Same as above except you get Kyogre.
Steven gives you dive in his house on Mossdeep city.

They are at lv. 40 or 45, Im not sure.
For Dive you have to (I think) go to the house in the water to the left of mossdeep. To catch GORUDON 1st, after team Magma steals the ship, you have to find the cave at the bottom of the sea, make your way through it, battle the leader (I'll give you some advise. Beat him.) then steven will tell you what to do.
P.S. Gorudon is lv45
The Pokemon on the front cover-
Ruby Version- Groudon
Sapphire Version- Kyogre
They both appear on level 40 in the Cave of Origin after setting one or the other off to change the weather for the worse. You can find Kyogre in Sapphire Version, and Groudon in Ruby Version.
You get dive from Steven's house and you get Groudon from the Cave of Origin in Sootopolis
