Question for Pokemon Ruby

If you can't get an Eevee on Pokemon ruby,what is the use of the thunderstone?will it make other pokemons to evolve too except Eevee?

Yes, Pikachu is another Pokemon that evolves by the Tunderstone.
It evolves into Raichu.
