Question for Pokemon Ruby

How do you get in sootopolis city, it's the last place I need to get the 8th gym badge? So please please help me. Thank you.

To get to Sootopolis City, head south from Mossdeep City on Route 127. Next, head west on Route 126. There should be a part of Route 126 that if you go underwater, you'll soon get to Sootopolis City.

If you need help finding out how to do this, you might be able to find a Video on this Site or on Youtube.
