Question for Pokemon Ruby

How do you make your Pokemon fly with HM fly, I talk to the girl and she said you need to get a gym badge but I forgot wich city or town it is.? So
PLEASE help really need it.Thank you.

I'm not 100% sure, but I think you can use HM Fly outside of battle once you defeat the Sixth Gym Leader. The Sixth Gym can be found in Fortree City.
