In the Slateport Oceanic Museam the first time when Team Aqua is there. When you enter, the guy that is straight ahead will recognize you, andget freaked out and ask your fogiveness and run away after giving you Theif. Vigoroth can learn Covet at level 33 I think.

It is obtained when you kick out team rocket in the meuseum in staltport. 1 guy will be there and he will give it to you.
