Where do you catch pikachu at I've looked every where and I can't find him, also where do you find seviper?

You can only catch Pikachu when you get to the Safari Zone which is found on Route 121. You can find Pikachu in the SouthWest and SouthEast area of the Safari Zone. As for Seviper you can't find one in Pokemon Ruby. To get one you have to trade with Sapphire or Emerald.
T inside the safari zone, you can find pikachu in the grass were you entered. You'll have to keep searching in that grass area until you find him.
P.s The safari zone times You based on the number of steps you take, so It will be easier if you stand in one area of the grass and just rotate your player until you encounter a wild Pokemon.
Go to the safari zone. If you have the Acro Bike, just stand in one patch of grass and bunny hop until you find a Pikachu. Bunny Hops don't count as steps.
The above mentioned are also correct, you can get it near the entrance bush!! Bunny hop is the easiest but you can also try a Pokemon with sweet scent n never have to move a step!!
But easier the better right!!
To find a pikachu you have to go to the safari near lillycove and it on route 121 it's in the southwest of the safari zone
If you live in Oklahoma City Oklahoma Pikachu and has been found at the county jail over 15 times
Sooo.....I havent found a pikachu which I really want but I only get it in Pokemon yellow
