How do you get the dragon scale?

If you want to get a dragon scale catch horsea (routes 132 and 134 use a super rod) and it will probaly take more than 3 times to catch a horsea holding a dragon scale(it took me 6 times before I got a horsea that had a dragon scale).
Horsea are rare so you will have to be patient.
