Question for Pokemon Ruby

Im playing Pokemon pearl on gba, and I can't get into the first gym.....am I missing something?

Before you can get into the First Gym, you must find the Gym Leader in the Oreburgh City Mine Cave. It can be found in the southern part of Oreburgh City.
