Question for Pokemon Ruby

A question about training technique.

If you catch a legendary pokemon, for example, the lv 70 Lugia in Fire red/ emerald and give it hp up and calcium etc. while training it up to level 100, will it be weaker than a level 2 Lugia caught (gameshark/action replay) trained and given hp up and calcium etc to level 100.

I've never seen this covered in the hints and tips and other places like that.

No that makes them stronger give them hp-up,calcium,protein and all of that stuff as soon as you catch them.
