Look at it this way: The game won't tell you right away when a Pokémon's morale goes up. However, there exist two people that can inform you: A lady living in the house next to where Wally's uncle lives will keep you informed, and the man with the two Azurill will give you TM21 (Frustration) if the Pokémon frankly isn't happy or TM27 (Return) if it is. (Hint: Put the Pokémon in question in front.)

Easy, just go to Vedanturf Town and go inside the house in the southwest corner.

Inside is a girl with a pet Pikachu. Put Golbat in front and talk to the girl. If she says "Golbat can't be happier, I even feel happy to see it" (or something like that) then train it one level and you have a Crobat!
