Question for Pokemon Ruby

Can some please tell me how to get to the city with the fourth gym?

Everytime I try to go there it tells me the sandstorm is too dangerous.

Can some please tell me how to get there ??

Go through the Fiery Path and continue to Meteor Falls.

Then, when the Aqua or Magma meeting closes, go back through Fiery Path and go up the cable car to the summit.

At the top, defeat Maxie or Archie and then go down Jagged Pass.

Turn to the west and you will arrive in Lavaridge Town.

You will need to beat Team Magma. There are at meteor fall's. This will clear the way for the cable car that will be going to Lavaridge. There you will find Flannery the 4th gym leader.
