need a nintendo event if you didnt know that it is a buying card for nintendo or gameboy (BUT NOT IN GAMESHARK COMPUTER) an you need to defeat elite four first need a pokemon that is lvl 100 and need to learn sheer cold , thunder , water pulse and water spout

You can only get it from a nintendo event but the event way past.
