I would say after level 41, because after that, it's done learning most good attacks through leveling up. Only one left is light screen, and I personally never saw much use in that move myself.

After it learns Thunderbolt, seeing as that is the last decent move it learns naturally.

I say around level's 40-50. It stops learning decent moves at that time. But I suggest never, Pikachu is awesome.

It doesn't matter much. If you hold back evolution, your pokemon doesn't get any stronger when it evolves.

I say you should level up him around level 45-50.

Now,you can evolve pikachu ANY TIME (as long as you have a thunderstone,which is found in New Mauville by the way) for those of you who DON'T have pikachu,you can find him in the safari zone,but ti won't be easy. I found him once without using sweet scent,so I recommend using sweet scent out of battle to get him.

After 50.

You find Pikachu in the Safari Zone. I went in there with my acro bike, and basically just pushed B so that the bike jumped up and down over and over on the long grass. Found pikachu after 4 wild Pokemon appeared.
