Question for Pokemon Ruby

I ran into Latias while running through the grass going to the safari zone and I saw Latias. My power went out as I was catching him. Can I run into him again? How do you find Latias, is there a chain of things you have to do or does it just come from the wild? How do you get a Relicanth?

Latios/Latias appear randomly, so yes you can see him/her again, and no there is no set thing you must do to see him/her.

Relicanth appear about 1 in roughly 25 Pokemon in the grass underwater near Sootopolis City.
